Palmer, “Music Education for the Twenty-First Century: A Philosophical View of the General Education Core”Ana Lcuía FregaI would like to discuss three themes related to Tony Palmer's paper: (1) my agreement with the content of his paper in general, (2) some remarks on elements of what he deals with, including notions about the concept or a vision of what music education should be (...) in the USA and in the rest of the world and an approach to training music teachers at university level in the USA and in the rest of the world, and (3) my personal conclusions.Music is a particular medium of expression, irreplaceable, not interchangeable with any other. It is also a natural medium of human communication. We do not think or propose that schools should create musicians, but that they should aid in the improvement of all humankind.1This quotation of mine allows me to introduce my general agreement with the main content of the first part of Palmer's paper. Neither of us argues against the importance of teaching music within the general system of education. We both promote this and work to make this a fact in our different parts of the world.We both view the tasks known as "music education" as a part of the teaching of the humanities as a way to maintain a certain level of civilization and of a culture; that is, to keep alive the rich tradition in each culture, to develop skills, to listen to, perform, and create music, and to become acquainted with the wealth of masterpieces.Also, as I have said,"I can only give what I have," and "a teacher does not teach what he/she knows but what he/she is."2 I agree with Palmer on the relevance and importance of the task of music educators. There should be a correlation between the school's mission and the quality of the training for prospective teachers for them. This is consistent with Palmer's thinking about the university task when training future music teachers.George Steiner articulated some of the difficulties, limitations, and new possibilities brought into university classrooms by the technology of the global village when he wrote:[Those artifacts] determine a new way to organize human knowledge and to connect contemporary research with previous books. All taxonomies are essentially [End Page 194] philosophical, any library... represents a formalized vision of how the world is structured, and what are the optimum views about both the human mind and the phenomenological whole.3He also adds, "We will not be able to avoid the illusion-and so it is when talking about Humanities-that knowledge is cumulative, that there is an improvement and an unavoidable teleology needed when expressing sentiments and ideas."4By introducing Steiner's ideas, I am opening a line of critical thinking about a kind of "universalization" of both Palmer's concept of whatmusiceducationmeans as well as whether and then how there should be a world-wide dissemination of the training model that he describes for music teachers. I have doubts about the underlying assumptions of these notions and their feasibility.The examples Palmer gives of listening would require an inordinate amount of time and effort. Although this may be a valuable expenditure of resources in some parts of the world, in other parts the focus would be better directed elsewhere. In some places many people do not complete their basic education, do not have access to good nutrition, and have not acquired basic language and communication skills. The big question is, "What should we really teach them?"My point here is that if Michael Murphy's model is indeed an inspiring framework, it may be useful for people belonging to a part of the so-called First World only. Palmer's work should be understood with that consideration in mind. Africa, Latin America, and the Arab world are certainly not looking for these kinds of skills from the music taught at the general level if there happens to be any music taught at all in schools.Multiculturalism is another significant issue in Palmer's paper. Many individual sentient wild animals are vulnerable to anthropogenic climate change. In this article, I suggest that animal ethicists who take sentient animals’ moral status seriously are likely to agree that, other things being equal, we have moral responsibilities to assist wild animals made vulnerable to climate change. However, I also argue that these ethicists are likely to diverge in terms of the strategies they believe would actually fulfil such moral responsibilities, depending on whether their primary concern is rectificatory justice (...) or duties of beneficence. To support this argument, I consider three plausible strategies for helping wild animals vulnerable to climate change: rescue and rehabilitation, habitat restoration, and assisted migration. I argue that different theoretical approaches to animal ethics are likely to diverge on aspects of all these strategies. These differences mean that the process of creating wide agreement among animal ethicists on climate adaptation strategies to assist vulnerable wild animals faces significant hurdles. (shrink)

In European philosophies of history, the linear paradigm that has prevailed for centuries as a derivative of Christian salvation history (Heilsgeschichte), ultimately lost its monopoly with the arrival of the “post-age.” The result of this has been that ideas that have survived on the margins, even the cyclical interpretation of time attached to religious traditions, now seem capable of outliving the short-lived belief in continuous progress. According to the cyclical view of history, those who came last will leave first, with (...) those who came first leaving as the last adherents of the driving force of Western rationalization. Thus, within a century, beginning with World War 2, a major turning point has been crossed: Socialism was the first to disappear, and it looks like Secular Liberalism will be the next; then Protestantism, followed by Islam, and so forth. As seductive as these images may appear, they only mirror an auto-destructive thread at the very center of Europe’s troubled Geist. But can anything be done to save the most important European values, and specifically, the ethical drive to say “no” to power, which is perhaps the most important legacy of monotheism? Either as a self-limitation from within powerful institutions or as a mode of resistance on the margins of powerful developments—there is a strong adherence to the good (often named God) that helps people and communities survive their diasporic state. I will present this kernel of ethical monotheism by two relatively unknown twentieth-century examples of “diasporic knowledge”: Rebecca West’s Black Lamb and Grey Falcon (1941), in which she recorded her observations of the devastating effects of empires on Yugoslavia, and two poems by Rosario Castellanos, who decades before the debate on postcolonialism voiced the concerns of displaced indigenous cultures in her Mexican homeland. I suggest that, paradoxically, attention to diasporic voices is one way of realizing the spirit of European self-limitation that is so much needed today to prevent further damage to our societies and environment wrought by the excessive drive for progress fostered by an unethical monorationalism. In his paper The Opposite of Human Enhancement: Nanotechnology and the Blind Chicken problem (Nanoethics 2:305–316, 2008) Paul Thompson argues that the possibility of disenhancing animals in order to improve animal welfare poses a philosophical conundrum. Although many people intuitively think such disenhancement would be morally impermissible, it’s difficult to find good arguments to support such intuitions. In this brief response to Thompson, I accept that there’s a conundrum here. But I argue that if we seriously consider whether creating beings (...) can harm or benefit them, and introduce the non-identity problem to discussions of animal disehancement, the conundrum is even deeper than Thompson suggests. It is widely agreed that because animals feel pain we should not make them suffer gratuitously. Some ethical theories go even further: because of the capacities that they possess, animals have the right not to be harmed or killed. These views concern what not to do to animals, but we also face questions about when we should, and should not, assist animals that are hungry or distressed. Should we feed a starving stray kitten? And if so, does this commit us, (...) if we are to be consistent, to feeding wild animals during a hard winter? In this controversial book, Clare Palmer advances a theory that claims, with respect to assisting animals, that what is owed to one is not necessarily owed to all, even if animals share similar psychological capacities. Context, history, and relation can be critical ethical factors. If animals live independently in the wild, their fate is not any of our moral business. Yet if humans create dependent animals, or destroy their habitats, we may have a responsibility to assist them. Such arguments are familiar in human cases-we think that parents have special obligations to their children, for example, or that some groups owe reparations to others. Palmer develops such relational concerns in the context of wild animals, domesticated animals, and urban scavengers, arguing that different contexts can create different moral relationships. Lucia Schwarz urges a reconsideration of the implications of species egalitarianism, which is an essential element of the position in environmental ethics that Paul Taylor calls “respect for nature.” Species egalitarianism’s claim that every living thing has equal inherent worth appears to lead to counterintuitive conclusions, such as that killing a human being is no worse than killing a dandelion. Species egalitarians have generally responded by explaining that species egalitarianism is compatible with recognizing moral differences between killing different types (...) of living things, and that some killing is morally permissible. Schwarz raises doubts about whether this deflationary defensive strategy is philosophically justified, and suggests that taking seriously the supposedly repugnant implications of species egalitarianism may have a salutary effect on the overall debate. It’s widely agreed that animal pain matters morally – that we shouldn’t, for instance, starve our animal companions, and that we should provide medical care to sick or injured agricultural animals, and not only because it benefits us to do so. But do we have the same moral responsibilities towards wild animals? Should we feed them if they are starving, and intervene to prevent them from undergoing other forms of suffering, for instance from predation? Using an example that includes both (...) wild and domesticated animals, I outline two contrasting ways of thinking about our moral responsibilities with respect to assisting animals that are apparently in need. One approach is based entirely around animals’ capacities; the other takes context and historical relations into account as well. While not attempting to adjudicate between these views, I’ll point out the advantages and difficulties of both. (shrink)
